White House Issues AI Policy Blueprint for Congress

On March 20, 2026, the White House announced its National Policy Framework for Artificial Intelligence: Legislative Recommendations, marking a significant escalation in the Trump Administration’s push for Congress to establish a unified federal approach to AI regulation. Unlike prior executive actions aimed at constraining state activity ( including the January 2025 EO on State Law Preemption), the framework is explicitly legislative in focus—urging Congress to act to codify a national standard. 

At its core, the framework reflects a clear policy preference: a light-touch, innovation-forward federal regime coupled with broad preemption of state AI laws.

For advertising agencies and the broader marketing ecosystem, the document is less about immediate compliance obligations and more about where federal AI policy is heading—and, just as importantly, what it is choosing not to resolve.
