Biden FTC Finalizes COPPA Rule; Trump Administration EO Freezes It
In an effort to put a bow on its privacy work before the end of the Administration, the Biden Federal Trade Commission (FTC) issued its final rule amending the Children's Online Privacy Protection Rule (COPPA Rule) via a unanimous vote on January 15, 2025. At its core, COPPA mandates that online platforms get “verifiable parental consent” before gathering and sharing personal data for children under 13 years old. It generally applies to “any operator of a Web site or online service directed to children, or any operator that has actual knowledge that it is collecting or maintaining personal information from a child.”
